What is the difference between an Owner and an Executor?

An Owner is the one active human accountable for the result. An Executor is the human or agent currently performing the work.

Delegation should not erase accountability

A project lead may own a task’s outcome while a specialist performs it. An approved agent may execute a bounded task, but the agent does not become the human accountable for the result or approve its own output.

Generic “assigned to” language hides this difference. When the distinction matters, Agency OS should name the relationship: Owner, Executor, Contributor, Approver, or Capacity Allocation.

Ownership is also different from access. A person may be allowed to edit a Project without owning it, and an Owner still needs the relevant permission to perform protected system actions.
